No one shall collect e-mail addresses using programs or other technical devices that automatically collect e-mail addresses from Internet homepages where the intention to refuse collection of e-mail addresses is specified.

No one shall sell or distribute e-mail addresses collected in violation of the provisions of Article 50.2.1.

No one shall use e-mail addresses collected for information transmission with the knowledge that a given e-mail address is prohibited from collection, sale and distribution pursuant to the provisions of Articles 50.2.1 and 50.2.2.

Those that fall under any of the following subparagraphs shall be punished by imprisonment for not more than one year or by a fine not exceeding ten (10) million won:

• 1.Those that have indicated or sold or displayed for the purpose of sale in violation of Article 8.4;
• 2.Those that distribute, sell, lease, or publicly display obscene codes, words, sounds, images or images or other materials in violation of Article 44.7.1
• 3.Those that repeatedly transmit symbols, words, sounds, images or other materials that cause fear or anxiety in violation of Article 7.1.3
• 4.Those that have implemented technical measures in violation of Article 50.6
• 5.Those that collect, sell, distribute, or use e-mail addresses for information transmission in violation of Article 50.2
• 6.Those that transmit advertisement information in violation of Article 50.8
• 7.Those that fail to report changes in registered information, transfer or acquisition of business, merger or inheritance, in violation of Article 53.4;

In regards to crimes specified in Articles 50.1.3, no public action shall be instituted against the will of the victim.
